CTB and Its History with Adult Education
In 1926, Dr. Willis Clark and his wife Ethel founded the Research Service Company. Dr. Clark was the Assistant Director of Research for the Los Angeles public schools, and he helped develop the Los Angeles Diagnostic Tests in the Fundamentals of Arithmetic. When the Clarks realized how impressed school districts were with the test (and how many were interested in purchasing it), they decided to buy the publishing rights and distribute the test.
This was the beginning of McGraw-Hill Education CTB.

CTB is the leader in developing assessments for the adult basic education market. CTB assessments have passed rigorous reviews at the state and federal levels. For more than 45 years, the Tests of Adult Basic Education (TABE®) have been the premier measure of achievement used by educators, states, and employers to assess the knowledge and skills of adult learners.
TABE is different from the TASC Test Assessing Secondary Completion™ because it’s designed to measure progress throughout the continuum of adult education. There are different types of TABE tests, and test takers can focus on anything from pre-literacy to basic mathematical concepts to high school subjects. Though TABE correlates with the TASC test, it does not reward a high school equivalency certificate. Only the TASC test offers a high school equivalency to test takers.
In other words, TABE measures progress while the TASC test measures a final outcome. McGraw-Hill Education CTB has effectively created a process by which adult learners can gain the skills they need over an extended period of time. The organization of TABE allows test takers to focus on particular skills and truly invest in their learning. In this way, CTB helps TABE and TASC test takers feel thoroughly prepared for college and a career.
